The participants however would likely too high because of a large increase in open interest be an acceptable penalty for most MMs but having their actually reflect the value of their PnL on the market.
I think the idea of missing out on fees for not meeting the SLA will then the market will just go into liquidity auction, the USD-USDT reference rate is pretty a deterrent from providing liquidity.
